I want to share my opinion about Persona. I think the main objective of Persona is to create an inclusive learning environment for all target groups. Every person has his own expectations, abilities, limitations. We have to consider all of the things to design a training program.
Persona will motivate the learners to learn with self-paced and interest. Training will be more effective.

Very well explained and spot on! Personas help us empathize with the target groups and therefore better understand their needs, what they feel, what they think, their challenges.
This way we can design training programs that are inclusive and empowering - as you said: more effective.
